Collection Priorities
Priority for purchasing library materials is given to those materials, which meet direct curricular needs in courses offered, including items needed for class assignments. After the primary needs have been met, consideration may be given to other desirable materials, which give balance to the collection or meet the teaching, learning and research needs of the university community
General Guidelines for Selection Materials selected for inclusion into the UZ library’s collection should reflect the mission statement of the Library and:
- be in alignment with curriculum needs and standards.
- meet the needs of different learning styles.
- be accurate, current, and authoritative.
- provide resources to support instruction.
- be of authentic quality.
- reflect a diverse culture free of stereotypes.
- provide different points of view.
- be of optimal educational value.
- further the professional development of students and staff.
- cover a range of formats
- encourage life-long love of reading and learning.

Gift/Donation Policy All gifts will be subject to the same selection process as purchased materials. While gifts are gratefully accepted, items deemed inappropriate will be respectfully declined or deselected:
- Donors are requested to provide lists of books to be donated before delivery
- Faculties are requested to select relevant materials from the lists
- All donations are formally acknowledged by the University Librarian.
WHO MAY BORROW LIBRARY ITEMS?
All students and staff must present a valid University of Zimbabwe (UZ) identification card and should be registered with the UZ Libraries in order to borrow materials from the Library. All non-University clients who are eligible to become Approved Readers may have access to Library collections but do not have borrowing privileges. BORROWER RESPONSIBILITIES Library patrons are responsible for all items borrowed on one’s library account and for knowing the date when a borrowed item should be returned. Items checked out to an individual must be returned in good condition, without evidence of defacement, mutilation, or other damage. Late return of Library materials attacks a fine on the borrower. Patrons may be notified via email of approaching due dates. Failure to receive a notice does not absolve the borrower of the responsibility of returning overdue materials and paying a fine.
INTER LIBRARY LOAN (ILL) SERVICES
The UZ Library may provide Interlibrary Loan (ILL) services. This allows the UZ Library to provide patrons with materials not available within UZ Libraries, but held by other lending institutions, as well as supplying materials to other libraries.
The following materials are not available for Inter-library loan but photocopies may be made subject to copyright law:
- Materials from Reserve Section,
- Periodicals,
- Core Textbook Collection and
- Materials from Special Collections.

The University of Zimbabwe Library is subject to the Copyright and Neighbouring Rights Act. This means that any copying of materials by University faculty, staff, or students, regardless of format, is subject to certain limits and restrictions. The use of copyrighted works at the University Library is enabled by:
- The terms of the Copyright and Neighbouring Rights Act (Chapter 26:05), which contains a fair dealing exception as well as numerous educational exceptions
- Licensing agreements with the publishers of e-journals and e-Books
- Permissions secured from authors, publishers, and other copyright owners as required
Copying & Printing in the Library When using the Library’s copying, scanning, and printing equipment to make copies of works which are protected by copyright, the copying must be authorized by:
- The Copyright and Neighbouring Rights Act (Chapter 26:05) for the purpose of fair dealing or under other educational exceptions set out in that Act
- The copyright owner, Or
- In the case of e-journals and e-Books, the terms of licenses with the publishers of those works
Copying for Course Reserves
- Copies of articles, book chapters and other materials placed on print or electronic Reserve must also comply with the Copyright and Neighbouring Rights Act.
- When submitting photocopied or scanned material to be placed on Reserve, instructors are required to indicate the original source of the material, the author, the publisher, the year of publication, the exact pages copied, and in some cases, the total number of pages in the original work.
- Reserve staff will seek permission from the copyright holder for any copies placed on Reserve that exceed the limits of fair dealing.
Copying for Instructional Purposes
- Instructors may copy and communicate, in paper or electronic form, short passages of copyright-protected works (See Fair Dealing in Copyright and Neighbouring Rights Act) and may provide a copy to each student enrolled in a class or course as a class handout.
The library provides access to licensed electronic resources for learning, teaching and research to bona fide staff, students and other authorized users of the University of Zimbabwe Library. Users are expected to use these resources within the limits of the Zimbabwe Copyright and Neighbouring Rights Act. In addition, users should agree to comply with all applicable third party provider terms. Those terms may be supplied to users while using the resources or directly by the third party provider. In general, authorized users may access such resources for non-commercial, educational, scholarly and research purposes. The following actions are prohibited:
- Sharing of passwords
- Large-scale systematic downloading of articles or other information
- Use of robots, spiders or intelligent agents to access, search and/or systematically download content
- Posting copyrighted materials on a publicly accessible web site e.g. a posting on a publicly accessible course on TSIME
- Resale, distribution or commercial exploitation of licensed information
The U.Z Libraries policy is that its circulation records and other records linking a library user with specific materials or services are confidential in nature. This is in compliance with The Glasgow Declaration on Libraries, Information Services and Intellectual Freedom, Proclaimed by the Council of IFLA 19 August 2002, Glasgow, Scotland which states that, ‘Libraries and information services shall protect each user’s right to privacy and confidentiality with respect to information sought or received and resources consulted, borrowed, acquired or transmitted’.
3. In the event of suspected misuse of Libraries’ computational services, the Libraries will act in accordance with the ICT Policy. 4. APPLICABILITY AND GUIDELINES: Any request for patron information that library staff may receive from a law enforcement official or from any individual, institution or internal department should be put in writing and referred directly to the MOST senior member of staff on duty for onward transmission to the Librarian’s Office. 5. All Library staff must follow the procedures contained in this Guideline on Protecting the Confidentiality and Privacy of Library Patron Records.
